Areas of Practice:
Mr. Simms's practice focuses on business litigation, legislative and governmental affairs, government contracting and procurement, and issues related to technology in law enforcement, with a special emphasis on homeland security.


Career Milestones:
From 1997 to 2003, Mr. Simms was Secretary of the Maryland Department of Public Safety and Correctional Services, one of the state's largest agencies, with approximately 12,000 employees and a budget of $900 million, and from 1995 to 1997 he was Secretary of the Maryland Department of Juvenile Services. Prior to those positions, Mr. Simms was twice elected to four-year terms as Baltimore State's Attorney, the City's chief prosecutor.

Biography:
Mr. Simms began his legal career as a litigator with a prominent Baltimore law firm and then spent two years as staff counsel to Senator Paul S. Sarbanes before joining the United States Attorney's Office for Maryland, where he litigated a wide range of complex legal matters.

In 1983, Mr. Simms was appointed Deputy State's Attorney for Baltimore City, and in 1987 he was appointed State's Attorney, a post to which he was subsequently twice elected to four-year terms. In 1995, he joined the administration of Maryland Governor Parris Glendening, first as Secretary of Juvenile Services and more recently as Secretary of Public Safety and Correctional Services.
